Everbright International Signs Strategic Cooperation Framework Agreements

Expands Environmental Protection Market in Hebei and Sichuan
Boosts Development of Local Low-Carbon Industry

18 January 2015, Hong Kong - China Everbright International Limited ("Everbright International" or the "Group") (HKSE: 00257) is pleased to announce that it has signed a strategic cooperation framework agreement with Baoding Development and Investment Co., Ltd ("Baoding Development and Investment Company") in Hebei Province. Everbright International and Baoding Development and Investment Company will establish a joint venture to develop the PPP cooperation model with the local government and develop low-carbon projects including waste-to-energy, biomass resources and water resources integrated utilization projects in Baoding City of Hebei Province and its surrounding areas. In addition, Everbright International has signed a comprehensive strategic cooperation framework agreement with Guang'an Municipal People's Government of Sichuan Province ("Guang'an Government"), to invest in and cooperate on energy conservation, alternative energy and environmental parks in Guang'an City by various cooperation models such as PPP and BOT basis.

Baoding City is located in the center of Hebei Province, forming a Golden Triangle with Beijing and Tianjin. Baoding Investment and Development Company is a large, state-owned investment and financing company in the city and a major investor of Baoding's key municipal, infrastructure, and livelihood projects. The signing of the strategic cooperation framework agreement will further improve resource allocation in the city, forming complementary advantages and help advance the development of the environmental protection industry.

Guang'an City is a prefecture-level city in Sichuan Province and the closest city to downtown Chongqing. Guang'an City is experiencing rapid economic growth with its abundance of agricultural products including rice, corn and wheat, which makes it one of the major commodity grain bases nationwide. The signing of the strategic cooperation framework agreement will advance the collaboration between the two parties on veinous industrial park, biomass utilization and waste-to-energy projects as well as long-term strategic cooperation on energy conservation, alternative energy and other fields.
