Everbright Water Secures Huai’an Lianshui Konggang Industrial Park Industrial Waste Water Treatment Plant Phase II EPCO Project in Jiangsu Province
Singapore and Hong Kong, 25 September 2023 – China Everbright Water Limited (“Everbright Water” or the “Company”; stock codes: U9E.SG and 1857.HK) (中國光大水務有限公司), an environmental protection company focusing on water environment management, is pleased to announce that a consortium led by Everbright Water (the “Consortium”) has secured Jiangsu Huai’an Lianshui Konggang Industrial Park Industrial Waste Water Treatment Plant (“Lianshui Konggang Industrial Park Plant” or the “Plant”) Phase II EPCO (Design-Procurement-Construction-Operation) Project (“Lianshui Konggang Industrial Park Plant Phase II EPCO Project” or the “Project”). In connection therewith, Everbright Water has signed an engineering, procurement and construction (“EPC”) contract with all the other members of the Consortium and Lianshui Pujing Konggang Technology Park Development Company Limited (“Lianshui Konggang Co., Ltd.”); and an operation and management agreement with Lianshui Konggang Co., Ltd. Securing the Project marks another outstanding achievement of Everbright Water in expanding its asset-light business in the local industrial waste water treatment market. Such an achievement was accomplished after the signing of Lianshui Konggang Industrial Park Plant Phase I EPCO Project in June 2023.
Lianshui Konggang Industrial Park Plant Phase II EPCO Project will be implemented based on the EPCO model. It is mainly responsible for the design, procurement, construction and operation of Lianshui Konggang Industrial Park Plant Phase II. According to the relevant agreement / contract under the Project, Everbright Water will be mainly responsible for the provision of operation and management of the Project and be entitled to collect the waste water treatment service fee, with an operation period of five years, which is subject to a renewal of another three years upon expiry. The other members of the Consortium will be responsible for the design, procurement and construction works in relation to the Project.
With a total designed industrial waste water treatment capacity of 60,000 m3, Lianshui Konggang Industrial Park Plant will be built in two phases. Among which, Lianshui Konggang Industrial Park Plant Phase II is designed to have a daily industrial waste water treatment capacity of 30,000 m3, with the discharged water indicators complying with the same standards as the Lianshui Konggang Industrial Park Plant Phase I, namely: CODCr, NH3-N and TP will comply with the Environmental Quality Standards for Surface Water (GB 3838-2002) for Category IV, with TN not exceeding 10 (12) mg/L, while the other major indicators will comply with the national Grade 1A standard according to the Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant (GB 18918-2002).
Securing Lianshui Konggang Industrial Park Plant Phase II EPCO Project marks the recognition of and confidence from the local government authorities and enterprises located in the Konggang Industrial Park on the business strength and service capability of the Consortium, which is led by Everbright Water. Lianshui Konggang Industrial Park Plant will benefit from receiving the full-fledged services brought by the EPCO business model. Additionally, the undertaking of Lianshui Konggang Industrial Park EPCO Project Phase I and II by the Consortium will enhance efficiency through synergies within the design, technology, procurement, construction and operation stages. This will further enhance the overall operational efficiency and profitability of the Plant. As Lianshui Konggang Industrial Park attracts more enterprises and expansion of existing enterprises, the implementation of the two EPCO projects will better satisfy the growing demands for water treatment services in the industrial park. Working hand in hand with the other members of the Consortium, Everbright Water will provide stable, safe and efficient industrial waste water treatment services. This will thereby safeguard the daily production and operation of the enterprises in the industrial park, and facilitate the steady development of the relevant industrial sectors of Lianshui County.
